Mr. Kambar to Inaugurate Dasara at Sriranga Patna

Now its confirmed, Sri Chandrasekhar Kambar, the Jnana Pith awardee from Kannada is inaugurating the Sriranga Patna Dasara. Its going to be a great start for a great festival. The district administration had called on him yesterday, felicitated on his great achievement and extended an invitation to participate the dasara in Patna. By confirming it today, we are honoured by his gesture. The efforts of the Sriranga Patna MLA Mr. Ramesh Bandisidde gowda, Mr. Ashwath Narayana MLC and Mr. Nagathi halli Chndra sekhar, the well known Kannada Director have led to this development. We are really elated over this. The preparatory activities are in full swing in the town. The Banni Mantapa at Kirangoor corcle is being given a facelift. The revenue administration had completed the measurement of the spot, cleared the encroachment. The local people have come forward to repair the Mantapa and put fencing for its protection. Tomorrow we are starting the Mysore divisional Dsara sports in Mandya and Chinakurali, day after in Nagamangala. This is again another festivity in the district. Update on the events follows

Mysore Division Dasara Sports being held in Mandya, 24-26 Sep. Events being organised in Mandya, Pandava pura and Nagamangala. This will be followed by Dasara in Sriranga Patna. Had a public consultation at SR Patna. Was surprised to see that nobody criticised the administration for any lapses last year except for shortage of funds..

Land Scam and Moral Dilemma Of an Officer (actually posted two weeks ago)

A major land scam related to government land is suspected in one of the talukas. The surveyors created records to various parties without proper grant documents and in violation of the existing guidelines. On reliable information, the Assistant commissioner inspected the office, asked them to produce the records based on which they conducted survey. They were evasive on thursday. Yesterday, I visited the spot, gave them a chance to explain what happened as I was interested in the big fish. I knew these poor fellows were acting under a lot of pressure. They did not divulge anything. AC under the capacity of SDM issued warrants to search their houses u/s 94 of CrPC. Got many documents from their houses. Once again given a chance to explain. Today morning none of them came to office, non-cooperation with the enquiry. By after noon, the big fish came in to the picture, had a meeting of all these small fishes. He advised them that a case will be booked against them. His advice was to book an atrocity case against the SDM for issuing the warrant. They did so, made a huge drama before the police station stating that they have taken poison to commit suicide in protest against the harassment being subjected to. The SP directed the local police to book them under attempt of suicide. They changed their version, gave statement that they did not take poison. This was the limits. Though it is a moral dilemma, decided that these fellows deserve no more mercy, have directed the tahsildar to file FIR against them under various sections of tampering with records, creating false records etc. They are taken into custody, are bieng remanded. The silver lining in this was the reaction of people. They went to police station and warned these fellows and supported the district administration in the stern action being taken. I am a lil sad to take action against the small fishes but had no way once they decided to complain against the SDM for showing mercy to them. He still pleads with me not to proceed harshly against them.

Hunger strike, new way of getting things done from the Govt

Three days ago, came man threatened to sit on fast before any revenue dept office. Demand - his application for change of land records to his name from his mother is rejected b/c he did not pay.

We checked up and found he did not submit the mandatory survey sketch though notice is received by his mother who was applicant. Then he claimed that the sketch was given but the Village Accountant deliberately took it out of the file. Again because he did not pay the officer. Have asked him to give a photocopy of the sketch he submitted or an acknowledgment by any of the officer, he refused saying that he had submitted it, since he is fighting corruption, the govt should do his work.

To check his allegation we traced the old file taking much of time. This happened in 2007 and given the nature of record keeping in our offices, it is a himalayan task to recover records from the record room. This file was missing, I accused the taluka office of playing foul. The fact was that the record got mixed up in a different bundle. On examination of the file, it was found that no sketch is produced. Since he claimed that the sketch was submitted, we checked up the register in the taluka office which keeps a track of all survey sketches issued. No sketch is issued to him at any point of time.

Now he says, he will come to the taluka office, apply for the sketch by paying the required amount and then wait for the mandatory time period for getting the khata changed. He did not go ahead with his hunger strike.

I wonder, had he gone to the press alleging the misdeeds of the revenue officials, declaring as a crusader against corruption, who would have believed my story? I know the efficient and correct behaviour of the lower level revenue functionaries and efficiency in recovering the file is exceptional. There is a major feeling among the public that the bureaucracy does only wrong thins, it knows only to harass people and nothings moves without corruption. I think the members of the bureaucracy themselves are primarily responsible for this.

Udyoga Mela in Sriranga Patna....

Conducted Job Mela in a small taluka town, Sriranga Patna. Reputed companies recruiting at various levels more than thousand people.. Finally 400 candidates were issued appointment orders on the spot, 200 more selected. Many rejected candidates will be given free training in soft skills so that they could compete in the subsequent opportunities..
This was an initiative by Mr. Prabhu, The AC Pandava Pura, Arul Kumar, the Tahsildar and the elected representatives of the Sriranga Patna taluka. The programme was organised in cooperation of the Municipality and the Taluka Panchayat.

The fair was a success. This has created awareness among the public about the need to have skill development and to move away from the concept of depending merely on the government for the job. I come across amny application everyday from people asking for a job in the government sector. They still think that the DC is the all powerful person who can give job to anybody. This is the solution to such issues.

We should have a tie up with companies who recruit and the facilities that are available for training. In this regard, a proposal is being worked out whereby the existing Employment Exchange in Mandya would be converted in to an HRD Centre and would work as the Nodal agency for training, placement and follow up of the unemployed youth in the district.

The second Job Mela, conducted in the district during the year 2011 was successful and it gives energy to us to ago ahead with the skill development projects..
